Why the hell is it using a gmail account?

Probably because I forward emails there for a backup.

I've been forwarding email there for months from my usual email at w-link.

So the emails are not bouncing to the w-link account. I get all the 311s emails. I have it set up to also forward to gmail as a backup since w-link decided to delete 3 or 4 months of my emails.

Not sure why gmail doesn't like certain addresses it gets.
