Brake and turn signal lights to the rear

I have a 1969 2000. I am the third owner as of last Thursday. The second owner had it less than a year. He doesn't know much about the car.

My question is about the rear tail lights/turn signals. Both top and bottom flash at the same time. Same with the brakes. Is one set a running light or were they changed due to US regulations in 68/69? Simply put are there running lights to the rear (not side) that do not show brake and turn signal activity?

REAR LAMP NOTE:
The 1963-67.5 cars used a 2-wire turn lamp and a 3-wire brake and tail lamp. The 1968-70 cars used four 3-wire lamps. The 1968 had four lamps lit when the taillights were on; but the turn and stop were on different lamps. On the 1969 and 1970 cars all four lights were used as tail, turn and stop lamps.

Appreciate the information. At least the rear of the car is wired correctly. Now to sort the front turn signal issue.
