I used this method. Different from the standard acid dipping. Not sure if you have something similar there.

I will then have it powder coated and then use the Eastwood inside frame paint with the wand to get the inside. I will drill a couple small access holes to get at the whole inside.

If you don't want to or can't dip the entire frame, I used spray can rust converter or compressed air and a high quality rust converter (Sems Rust Seal) and would find places to access the inside of the frame to force (by air) the liquid into places I could not reach. The frames are pretty stout, but the top is just a cap that can rust through where the body sat on the horse hair pads.
After 30 years, I can attest that any spot the Sems reaches will not rust again.
