The area between the mesh is rough cast on my wheels. Using a Dremel I was able to clean them a bit.
You just want to be careful you don't catch any edges, so taping the face is best , I think.

First clean wheels well in between spokes and paint black or whatever color you want.Using an orbital, sand just the top areas 400 grit to 800 grit, to polishing pad with fine then finer bar compound. Oooooh, Shiiiiiiiiney!
